Hey, this is certainly possible to achieve within Elementor. You’ll need apply sone tricks to achieve this though.

First of all, for a background like that, you can either apply the background image/video from the Page settings. Alternatively, you can apply a background to a specific Section Or even just a specific Column.

As for the widget itself, The closest widget to use would be the Icon box, you’ll just need to make it smaller, and create a background color for the column hosting the widget, and play with the border radius.
