Layout of Large Site

The site we are trying to create will be used to propose, discuss, and debate Constitutional amendments. Once selected, the proposed amendments will be drafted by Constitutional experts, and written into an official petition, which will be made available to digitally sign on the site.

We are trying to have central Forum to coordinate the States, and a State Forum Page page for each site. A facilitator from each of the States will be responsible for page content posts to the blog about pertinent activities concerning their State.

Since there will be more than 50 pages, We are needing help organizing, and coordinating an efficient and easily navigable layout. We also need ideas about a live chat solution for the site.
