Email Fails to Send in Specific Scenario

I have found a specific scenario where the WP 2FA plugin is not sending an email with the code for logging in. The following are the steps to replicate.
1. Login using an account, receive the 2FA message and complete the login.
2. Log out.
3. Log back in using the same account, receive the 2FA message but DO NOT complete the login.
4. Go back to the home page. Log back in using the same account. You should not receive the email.
5. Click Resend Code. You should receive the email. Complete the login.
6. Log out.
7. Log back in, receive the code and complete the login.`Step 4 doesn’t work properly. I should receive another email. Note that if I switch to a different browser in step 4 or use an Incognito window (so that I don’t have the same session) the issue still occurs.
I believe the expected behavior would be that every time I log in I should receive the 2FA code. This is not happening and I believe it should be fixed.
I have confirmed that this is an issue with the latest version of WordPress and the WP 2FA plugin.
