Too many navigation buttons

Is there a way to disable/prevent naviation buttons from appearing?

My system is such that I don’t want browsers to be able to access pages without reading a ‘teaser’ page that prompts them to click on a link on THAT page, then taking them to the next…

Kinda like ET following the trail of M&Ms.
