Can’t add new users

I didn’t have any problems adding a new user last week, but now I can’t. I get an error message stating the passwords don’t match – but there’s only one box for a password, and it’s usually pre-filled even though I haven’t clicked on the “generate password” button. I know this topic was covered a few years ago, but most of the solutions offered seemed to involve “downgrading”, and I don’t want to mess with that. How can I add new users if the form that’s supposed to do just that won’t let me?
