Error that port closed – but it’s open

I’m trying to set up the Cardpointe payment gateway on my development site. I have opened port 443 and have confirmed that it’s open; an SSL is installed and the credentials are correct.
I’m still getting a double error message:
Warnings/Messages Port 443 is closed. You will not be able to process transactions using the sandbox CardPointe environment. First ensure that the 'Site' field is set and saved correctly above. Then please request that your server admin or hosting provider opens port 443. Port 443 is closed. You will not be able to process transactions using the production CardPointe environment. First ensure that the 'Site' field is set and saved correctly above. Then please request that your server admin or hosting provider opens port 443.
How can I resolve this? Please help.
