    Hi,

    If you are using GTM4WP with Universal Analytics tracking, then the first 4 steps are the following:

    1. Billing data (tracked during checkout page load)
    2. Shipping data (might be skipped)
    3. Shipping method (tracked when changed or when clicking on the Place order button which comes first)
    4. Payment method (tracked when changed or when clicking on the Place order button which comes first)

    If you turn on the plugin option “track cart as 1st step” then the 1st step will be the cart page and all other steps get incremented by 1.
