Tracking Guest Order Limits

I am having an issue with guest being able to purchase over a $100 daily purchase limit when they place multiple orders.

Here are my settings:

General Options:
Mode: Products prices (incl. tax)
Date range:
This day
3600
seconds

Order Statuses:
Completed

Guests:
“Do nothing but block guests from purchasing products beyond the limits”

I have a $100 dollor daily purchase limit setup using Per product tag.

This works fine with registered users, no matter how many orders they place within 24 hours they cannot spend more than $100. But for guests, the only limit they have is they can’t spend more than $100 on each individual order instead of every order they place within 24 hours. In other words, why doesn’t the $100 limit apply to all orders placed by a specific guest within the 24 hour period like it does for registered users?
