Checkout fields order modified after country selection

I changed the priority of the billing fields with the woocommerce_billing_fields filter and also added custom fields.

When I go to my checkout page, the fields are in the order Phone > Country > Address > Zip code > City
But as soon as I choose a country the order changes and I have Address > phone > zip code > country.

Can someone tell me why and what filter to use so that the javascript that reorganizes the fields respects my order?
