The custom search form (with custom CSS0 can be achieved with some custom code. We do have a tutorial that can help you achieve what you need here:

The tutorial is very basic and you will most likely need to extend it with your own code, but it can work as a good step in the right direction. Please note, we can’t help with code customizations or help extend the code examples from our site.

If you don’t feel comfortable creating your own code, you can look into hiring someone to do this for you, or you can look into using a third-party plugin such as https://plugins.smyl.es/wp-job-manager-search-and-filtering
