Is the safelist exclusive of all other IPs?

I’m trying to get a range of safe IPs registered in the plugin. I assumed that would block addresses outside that range from attempting to login, but I don’t think that’s the case (tried with a device outside the safe range specified).
When an safelist IP range is added, does that automatically blacklist all other IPs?
