submitting comments takes user to another page

Hello,

I’m a WordPress newbie, and I’m trying to use it as a CMS. The problem I’m having is: when a user submits a comment, they are taken to what looks like an post archive page. When I’m logged in as an admin, I’m able to comment normally, but otherwise the user is taken to a page like this when they click “submit”. What am I doing wrong?
