Capability Manager not adding new capabilities to roles

I’ve been trying to add new capabilities to Editor, as well as creating a new role, but even though the new capabilities were added, they do not work when I log in as “Editor”.

I’d like to give the editor capabilities to edit others posts and pages, as well moderate comments from all posts.

Any advice on what I can do to fix this bug?
