Hyperlink within section text

Is there a way I can link to an external website page within a section text of the form. At the end of the online form, if visitors choose to NOT enroll online, I’d like to give them on open on the last section of the form to link to a webpage containing a PDF they can down load and mail in/bring to the office. Or can I upload a PDF into the second for them to download and use?
