Where can i store downloads that people can ‘download’

I’m hoping this is a simple question, but if i want to upload a file to my ftp server and then link to it from my blog how do i make it public?

I have uploaded it to a folder called downloads, but when i click the link it asks for the FTP password?

Any help would be greatly appreciated!
