Custom Addon for UMP

Is there a developer who can customize the UMP extension kit that will allow for authorized subscribers (assigned by parents/sublevel categories) to allow for subscribe to the specific subcategories group (under parent)?

I’ll pay for the development work at reasonable cost for experienced plugin/addon developer.
