Out of the box, WooCommerce sends an “Email Changed” notification when the customer changes their email under My Account > Account details > Email address. There is no default option though for an additional verification step.
Looking around I can see this enhancement request has been raised in Github. You may want to add your vote(s) to it. The more popular an idea becomes, the more of a priority it is for our developers to review it:
