Is it possible to have per-user default loading links?

Can you please elaborate a little bit more on this query for better clarity of your query?

Users of my site each have a unique URL. They save that page to their phone, but it still doesn’t load fast enough. I would like the page to be available offline. I was wondering if i can use a PWA to achieve this. When a user opens the app, it should open their unique URL, not the home page.
