I’m getting the error Phone Orders for WooCommerce requires active WooCommerce! but woocommerce is setup and working

was WooCommerce installed in folder \wp-content\plugins\woocommerce\ ?
we used code from https://woocommerce.com/document/create-a-plugin/
Note that this check will fail if the WC plugin folder is named anything other than woocommerce.
