Bypassed conditions in is_eligible function

Hi,

Looking at your code, I saw you can bypassed the auto-insert condition (especially when none) when you set a restrict_path (e.g. /blog/).

By the way, I was looking to manually use the shortcode outside of the post_content, but the conditions in this is_eligible method doesn’t allow me to, so I can’t have the content with anchored headings.
Maybe you can allow to modify the is_eligible returned value using a custom WP filter?
