Related Posts block is not independent

Jetpack includes Related Posts as a block, and Related Posts as something that can be automatically added to every post. I would like to use the block only, by itself. However, the block does not appear available for use in the site editor unless “show related content after posts” is checked under Jetpack/Settings/Traffic. Of course, this causes Related Posts to appear twice: once at the end of the post, and once as the block.

Again, even though it says “These settings won’t apply to related posts added using the block editor,” this is false: Related Posts block is ONLY available for use when this setting is checked.
