Custom Admin Panel

Ok, I searched around for some custom admin panel stuff but things don’t quite seem to be what I’m looking for. So here goes…

I want to be able to completely customize the admin panel for a new service I’m working on. I will need to be able to remove any feature of the admin panel I wish, pretty much a plugin that only shows the options I want when the user is a certain type. I’m sure this has to be possible but being pretty new to WP I’m not exactly where to start… any suggestions would be a great big help.
