Thank You page still loading all plugins

/checkout/ is correctly disabling the plugins that were turned off for that page.

However, on that page, I check the settings for:
Also Affect Children => Yes
Override Post Type settings => Yes

But after I place an order, and arrive to

/checkout/order-received/3167240/?key=wc_order_xpWmCLO

All plugins are loading

In the plugin settings I also have turned on
Ignore URL Arguments => Yes
Ignore URL Protocol => Yes
Ignore URL Protocol => No
Auto Trailing Slash => Yes
Selective Plugin Loading => yes
