how to have auto referrer assigned to different evel

What I am looking for is to have an affiliate plugin that automatically assign newly registered users to different level, for example, level 1 always only have 10 persons, and then the level 2 each of the 10 persons in level 1 will have 2 newly registered users to assigned to them until all 10 persons have all the people assigned, and then start at level 3 with all the persons in level 2 to have newly registered users assigned and then so on… until level 10
