Log in doesnt work

Hello, I have a problem with login from version 7.3 onwards, users cannot log in, the page refreshes and does not advance to the next page, the login fields appear empty again.

I could notice that when you try to log in, the url remains the same, but at the end of the url a /# appears, for example .com/access/#

I don’t know what this means, what I do know is that in version 7.2.2 I don’t have problems, but in the following versions I do.

Actually i have uninstallled wp cerber and wp rocket, but the error persist.
