Help making .htaccess writable

I’m trying to change my permalinks, but WordPress is telling me I need to make .htaccess writable. I’m confused by their directions and I can’t find .htaccess in my cPanel in the first place. I’m not code-savvy and have spent hours trying to find a solution. Can anyone dumb this down for me?
