Set a product limit depending on the cart quantity of a certain other product.

We would like to set a quantity limit for a certain product depending on the quantity on cart of another product.

For Example:

when customer has 2 gallon epoxy on cart, they can buy 1 pigment, if he has 4 gallon on cart, he can buy 2 pigment and so on. If he has no epoxy on cart, he can’t buy pigment either. Can this be done with this plugin? willing to buy if it’s available on the premium.
