Search engine settings for the time a sample theme activated and not ready

I would like to seek opinions on how to have search engine settings from the time a sample theme is activated to the time when the site is ready for the audience.

For small websites, I prefer to keep the site live even when it is not ready.

Should I go to Settings|Reading and in Search Engine Visibility choose the option: Discourage search engines from indexing this site?
