    I use this plugin to make the consent banner:

    Once the WP Consent API is installed, what should I do to block cookies created by a plugin (AFL UTM Tracker)?

    The consent api works as a communications channel: it passes consent status from a consent management tool to a tool which requires consent.

    So for the consent api to work, both tools you mentioned need to have implemented the consent api. You can check with the plugin developers if that is the case. It will also show up in the site health, as an overview of plugins who do not have implemented the consent api.
