That’s an excellent question. Essentially, it looks like you’ll need to create a learning portal as I understand, with the ability for users to create quizzes. You can find a lot of learning management plugins here: https://www.ads-software.com/plugins/search/LMS/ – you will need to check each one to find your requirement, but most plugins allow users to create quizzes.

Many of these plugins allow specific users to create quizzes too, there may be roles for the same. In any case, you can create a custom user role using a User Role Editor plugin to create a custom role with the right permissions (depending on the plugin you use) that will have the ability to create quizzes.

Do you know which ones can be used? It’s just that in LearnDash, there is no visual editor, while others require a mandatory course to pass the test. Here is a site example of what I need:
