Cannot edit emails or launch customizer

In the past I could edit the emails being sent for Updated Tracking but it is no longer an option, see https://i.postimg.cc/FzzSGfkx/Edit-updated-tracking-email.png I also cannot find the email customizer. I am using v3.5.1
