Fatal error: Uncaught Error: Failed opening required

Hello guys;

i tried to install wordpress new version but unfortunately got the critical error as common. i checked many different ways to fix that like as; deactivate the plugins, extended the pp ram capacity, deactivated the .htaccess file and many others but the issue exist yet. the body text of error report is in below and u can see.
