Import email list into WP users database

Hello,

Can this plugin import a list of user names and emails gathered from an outside source?

I am planning to run a campaign on a service that allows me to give away a digital download in exchange for an email address. They would provide a list of the emails as a CSV. Then, I would import this list as new subscriber level users in WP.

Can I import the email list into my WP user list with WP All Import?
