Problem with cyrillic

Hi guys, i have a problem lol, “houston we have a problem” :), the problem is – i download wordpress in bulgarian language, charset is utf8 universal coding …, well ok everithing is fine, but i download a theme form my wordpress, the theme is on English language, and if i try to change something like read me with bulgarian word for read me in cyrillic i see only ?????????????, and if i change charset in wordpress with windows-1251, the theme works fine but everything else go wrong, admin panel become in a big messy, everithing in admin panel for exaple is bacome PPppPPPpsPsPsSPSSpsSPSppPsPsSpSPSPSPSPSppsPsPssSPps, any ideas how can i fix my theme to run fine in cyrillic and stop show me ???????????????? becouse i am going crazy ??
