Error message about W3 Caching

Hello,
I am new to WordPress, so I have a lot to learn about it. Think newbie (though I know some basic html/css). Any help will be much appreciated.
In any case, I was asked by a friend to help him figure out why on the W3 Total Cache plug-in page we are getting this error message:
Page caching is not available: advanced-cache.php is not installed. Either the /homepages/46/d173366361/htdocs/NYCPPNEWS/wp-content directory is not write-able or you have another caching plugin installed. This error message will automatically disappear once the change is successfully made.
How can I make the /homepages/46/d173366361/htdocs/NYCPPNEWS/wp-content directory write-able?
Or if the problem is that I have another caching plugin installed, which one is it? Here is a list of the plugins that are installed:

WP MinifyAre one of these conflicting with W3 Total Cache? Any idea what is happening here?
By the way, my friend also included this information if it helps:
Don’t know if this site could be causing the problem or not, but I’ve actually moved the playback of the site from 1&1 Internet (my ISP) to Cloudflare. This is an interesting concept. So far they’re doing this for free, but it’s just leaving beta so I guess they’ll start asking for cash.
As mentioned, I am new to WordPress.
