Unable to rearrange outline items

I am unable to rearrange my custom outline items after creating them. This makes it impossible to edit. After rearranging an outline item and saving the changes, it just reverts back to the position it was in before saving it. I am using the latest version of the lite plugin (1.7.35) and my outline settings are:

auto enable outline: true

auto enable thumbnail: false

overwrite pdf outline: true

I am hosting at WP Engine and have cleared all cache through the wp dashboard and their hosting panel. Any ideas?
