Unable to add questions to quizzes

I have created the Course and the lessons. I have added a quiz on the course page, and have also tried to add a quiz from the quiz menu item. I am unable to add questions to any quiz. When I try to add a question on the questions menu, it posts as a page. Anyone else have this issue?
