Call to undefined function TutorLMS\Elementor\is_plugin_active()

Hi, as the title says I’m getting an error “Call to undefined function TutorLMS\Elementor\is_plugin_active()” whenever I activate the plugin. This error shows up only if the user viewing the page is not logged in. If I’m logged in, the error completely disappears.
I’ve seen 2 other recent posts regarding this issue with no solution, my site is very basic so far with pretty much only TutorLMS and Elementor installed.

Add the below code here: wp-content/plugins/tutor-lms-elementor-addons/classes/AddonsManager.php after line 36
require_once( ABSPATH . '/wp-admin/includes/plugin.php' );The error will be gone.
