Google Search Console detects noindex on Sitemap

GSC cannot index our sitemap. Due to: No: ‘noindex’ detected in ‘X-Robots-Tag’ http header We’ve tried other sitemap plugins, no help. We’ve tried different caching plugins, no help. Where in WP are http headers set? Can we adjust this manually?
