Thanks. You need to delete the first zone, WooCommerce only triggers one zone for the customer based on the their address.

Thank you- I did try that before but I’ll try again. I only put it back in because royal mail wasn’t working.

I tried deleting and only having royal mail zone and it still isn’t working.

I have a question- if I upgrade to pro, can I have UK as free shipping and the rest of the world royal mail shipping? Many thanks.

Of course, you can basically create a shipping zone for the UK and only assign Free Shipping to it. And in the Rest of the World zone, you can assign Royal Mail.
