How to point navigation item to outside url

Hi, I have navigation items across the top of the page that all leads to pages. I want, when you click on one of the navigation items, for it not to go to the page that was created, but to go to an outside url. for example: https://www.leads4view.com/docs/district.pdf.
does anyone know how to do that. thanks so much.
