Map service not switching

When i switch the map provider in my settings page, the changes are saved, but the maps are still loading from Google Maps, both when i say none, or Openstreetmap. That is one reason that keep getting cookies that are making my site non-gdpr compliant.
I have tried clearing cache and reloading, unfortunately it still keeps happening. Is this a known issue? Both wp and EO are up-to date.
