Never progresses to payment

When trying to register using the Tickets Pro and Tickets Commerce with PayPal, the page hangs and never completes or shows an error about payment method not being configured. In Firefox and Chrome it just hangs. There’s a javascript error in the browser console referencing the PayPal SDK. I’ve updated everything to its latest version and tested in both a staging and live environment on two different hosting servers with no change.
On Edge, I see the following error message:
Checkout Unavailable!
Checkout is not available at this time because a payment method has not been set up for this event. Please notify the site administrator.
