Products by tag won’t find tag if products are drafts

When I add products to my website I create them all as drafts and schedule to publish together at the same time.
I’m trying to use the Projects by Tag block within a draft page so that everything can go live together. This works perfectly when there are published products with the tag I’m trying to use, but when the tag is only used on products that are drafts it won’t display to be selected.
This means I have to go back and edit everywhere the Products by Tag block is used once everything has been published which is time consuming.
The tags display on the Tags list, and are found as soon as I publish a product. I’ve tried setting the products to Private but the tag still won’t show up.

I’d like to clarify that the Products by Tag block is designed to display products that are currently public and visible on your website.
One efficient way to manage this is by using the Catalog visibility option for your products. This feature allows you to add products and set them to ‘Hidden’ while you’re preparing your collection.
With the products in this state, they won’t be displayed on the shop page or in search results, but they will still be considered public for purposes such as the Products by Tag block.
When all your products are ready, you can use the bulk edit feature to change the Catalog visibility settings for these new products to “Shop and search results.”
