Hi, We have an option which name is Sticky TOC. please follow the below steps:

1.Go to TOC settings.
2.Click on Sticky TOC and enable that option.
3.Save it and clear the cache once.

One more option we have: https://paste.pics/QOT5U if you want to place the sticky TOC on a particular place like mobile or desktop, you can use this option. This option is specifically designed to allocate the Sticky TOC on a particular platform.

I have gone for second option the issue with the TOC is that its occupying the full width and also the TOC is showing 2 times in mobile
