Plugin to add strip or banner to very top of page?

    I am after something that will let me add a hoziontal strip to the very top of the page above my blog.

    It would need to be just a thin strip or banner that I could write some text in that would appear at the top of each page.

    I guess I could hand code it but a plugin would be nice.

    Any ideas?
