Changing the domain name for subsite users

Hello, in a multisite network, each user manages their own subsite and has addresses such as mainsite.com/subsite. But if a user wants to change the domain name to “example.com”, is there any way he can do this from his admin panel? or any plugins? Or can we just do this from the network admin panel?
