WYSIWYG – Need Help

I need help getting the text editor to show other toolbar options such as inserting media. There are no custom overrides and I have tried several variations of code snippets for the functions.php file including the one I saw here with no success. I even edited the wp-editor-field.php where I set the ‘media‘ option to be ‘true‘ just to see if it works. I does not.

I have switch themes, but I still have the same issue.

I find it hard to believe that using this out-of-box editor does not give me the ability to give more options. If this was intentionally, then I want to know why.
