How do post tags affect seo and sem?

    In terms of seo and seo, is there an ideal number of tags to have on a post? I used to think a lot of tags allowed google and web surfers to find your post easier and for google to rank it higher. Recently I read that it can come across as keyword stuffing. Do the post tags affect google rank/search at all? I also read where my website should have just a few categories or tags with a lot of content under each category or tag. As it is now, I have tons of unique tags that may be associated with only 1 post or article. Soo,,,do tags affect google rank/search or should I just limit my tags and have a lot of content under each tag?
