‘Highlight’ feature not in my toolbar

Hi,
In my editor, when I select a word within my header, the toolbar will show up, but there is no option to highlight a text within the toolbar. Either this must be a bug or there is some sort of way to disable it.
No plugins might cause this problem. I tested it on a test website, and the highlight option was available with the same plugins installed.
Yes, I am on the latest version of WordPress. I appreciate any help you can provide.

Not there? Highlights are not available on the “title” part of a post (“tag test” here), only in blocks.
